In the object effects panel there is an Cursor / Gyroscope effect. This effect allows the element to react to the movement of your mouse.

This function works only when the viewport of the page is set to Longpage
In the object animation panel > scroll animation > Parallax. This function animates the element to scroll with the user for a set amount and then lose momentum, as if the element is alive and trying to keep up with your scrolling.
